Desert Honeysuckle (Anicanthus thurberi) is usually a smallish shrub. Sometimes scraggly. In the Acanthus family, as is Twin Seed (Dicliptera resupinata).

And Coursetia (aka Baby Bonnets) (Coursetia glandulosa) is in the Pea Family. Loads of these shrubs along the road into Sabino Canyon.
